Notes:
"Ki": You'll see the word "ki" popping up again and again in this list, and in case you're not too familiar with the concept, I'll try to explain it here and hopefully clear things up. "Ki" is a Japanese concept a little hard to comprehend for an occidental. It's somewhat of a personal life force, although it can go way beyond that, coz it also means spirit and will. Ki plays a key role throughout the series, coz ki is what powers those huge energy blasts and enables the characters to fly. Ki is also an energeticl "finger print" of the characters, and it can be sensed and decyphered by others; so they can know wether someone is good or bad, weak or strong or about to die...

"Ha": The word ha means "wave in japanese, although it's also the scream emited to release the stored ki.

"Ken": Like ha and many other japanese words, ken has various meanings. The vast ammount of homonyms in the japanese langage make most technique names a pun, where all the meanings make sense and must be understood in order to fully comprehend the concept of the technique.. Ken can either mean "technique", "attack" or "fist". Thus, "Hadouken (SFII) means "Dragon Wave Technique/Attack/Fist".

The Techniques
Aka Shishin no Ken:
12 Eyes Technique
This technique is used by Tenshinhan to split himself into four different parts. Each Tenshinhan created is not just an image like that created with the Zanzoken, but can fight and be attacked. The only problem with the 12 Eyes move is that each Tenshinhan only has a quarter of the power and the speed than if there was only one.
Who can use: Tenshinhan, Cell (anime only)

Akumaitokosen:
"Devil's Shine"
This is a special energy wave designed ex profeso for a quick kill of one's opponent. When the wave strikes its victim, the evil in his heart expands and causes his heart to explode. Of course, the victim then must have some evil in his heart for the attack to work.
Who can use: Akkuman

Bakuhatsuha:
By raising two fingers, the user of this attack can create a large explosion that will totally decimate the surrounding area or the ground under an opponent.
Who can use: Nappa, Vegeta

Bakurikimaha:
Piccolo Daimao's ultimate ki attack, this is is an extremely powerful ki blast shot from one hand, the other gripping the shooting hand's wrist for support. The time Piccolo shot this one might possibly be the biggest ki blast fired in the first series.
Who can use: Piccolo Daimao

Barrier:
This purely defensive technique forms a Ki-shield around the body that protects the user from Ki or similar attacks. There are two forms of this maneuver. One is a spherical shield that surrounds the body, the other is more of a coating of the body.
Who can use: Freezer, Artificial Human #17, Cell, Vegeta, Goku... every powerful character.

Big Bang Attack:
One of the first techniques Vegita developed as Super Saiyajin, the Big Bang attack is a huge ki bolt of incredible destructive power. Vegita holds one flat palm forward towards his enemy and launches the bolt. This is the attack that took out Artificial Human #19.
Who can use: Vegeta

Blue's Psychic Ability:
Blue Shogun of the Red Ribbon Army has the ability to completely paralyze his enemy with his eyes using psychic powers. He can also use this power to manipulate inanimate objects to an extent.
Who can use: Blue Shogun

Body Change:
This technique is used by the leader of the Ginyu-Tokusentai (The Special Forces), Ginyu. Ginyu spreads his limbs out, shouts "Change!" and shoots out a bolt of energy from his mouth, that enters the target's mouth. If it hits its target, Ginyu changes bodies with that person. Ginyu then gains the strength and speed of his target, but not his special techniques or ki. After changing bodies, Ginyu can still do a Body Change. Ginyu will change bodies with the first person to hit his change beam, and thus if someone gets in the way of his intended target, Ginyu will change bodies with that person instead.
Who can use: Ginyu

Bukujutsu:
"No Air"
Not exactly a fighting technique, this is the ability to fly with one's ki. Since almost all of the fights in the second series occurred at least partially in the air, this technique is used all the time during fights, as well as being used to go from place to place. The only characters in the first series that could use it since their first appearances were Tenshinhan, Chaoz, and Piccolo. (and maybe Pooalu?) Almost every one of the other characters learn to fly eventually, and by the time DBZ comes around, every major character could.
Who can use: Anyone who fights in DBZ except Yajirobe and Mister Satan.

Burning Attack:
Future Trunks' trademark ki attack, this is a powerful energy blast shot from both hands. Trunks holds both hands forward, does some strange arm moves, and then puts both hands forward again, index fingers and thumbs touching. Then he releases the blast from the hole between his hands. Much like Tenshinhan's Kikoho.
Who can use: (Future) Trunks

Chaoz's Chonoryoku:
"(Cho=Superior, Ultimate / Ryoku=Abbiltiy) Chaoz's Ultimate Ability"
A very unique technique, Chaozu puts both hands, or a single hand forward and can manipulate the bodily movements of his opponent to an extent, providing his opponent is not too powerful. He can stop someone's movements or cause internal pain with this technique.
Who can use: Chaoz

This is Piccolo's ultimate Ki blast. He powers up the blast between the palms of his hands in front of his chest, then releases the blast. Very very powerful. This blast is known as "Gekiretsukodan" in the DBZ video games.
Who can use: Piccolo

Crasher Ball:
A lot like the Genki-dama that Goku gave to Krilin, the Crasher Ball is a ki-ball that is produced from the palm of the hand. I don't think one ever actually connected during the series though, it was just used as a diversion.
Who can use: Jiisu

Daichiretsuzan:
"Earth Cutter""
This is a very powerful attack that Freezer uses. With a swipe of his hand with two fingers extended, he creates an invisible cutting beam that goes a long way. Its name comes from the fact that it slices a huge cut in the earth when he uses it.
Who can use: Frieza

Death Ball:
This is a small ball of energy which Freezer can create from either the tip of his finger or with both hands. While small, it is very powerful, and can even destroy planets.
Who can use: Frieza

Dodonpa:
(Dodon=japanese adjective referring to something strong, japanese onomatopeia of an explosion) Thenname of the technique indicates it's efectt
One of the major techniques of the Tsurusen-ryu, this is a blast shot from one finger, which explodes upon impact. The most basic Dodonpa is more powerful than the most basic Kamehameha, but the Kamehameha can become more powerful. After being defeated by Goku, Cyborg Taopaipai develops this technique into the Super Dodonpa, but it was useless against Tenshinhan
Who can use: Taopaipai, Tsurusennin, Chaoz, Tenshinhan.

Double Tsuihikidan:
This is a move that Krilin developed for use during the 23rd Tenkaichi-Budokai. He shoots a Kamehameha-like blast from each hand, then can guide the blasts toward his enemy.
Who can use: Krilin

Dynamite Kick:
Mister Satan's trademark attack. A charging kick. Being one of Mister Satan's attacks, this one is pretty much useless. Gotenks used it once too, (whether or not he was copying Satan is debatable) and it was likewise useless.
Who can use: Mister Satan, Gotenks

Energy Kyushu:
"(Kyushu=Absorb) Enery Absorbtion""
The trademark technique of Artificial Humans #19 and #20. The Artificial Humans can absorb energy, either from people's bodies or their ki blasts, through the holes in the palms of their hands. However, without their hands, they cannot perform this technique.
Who can use: #19, #20

Eraser Cannon:
This is one of the most powerful techniques of Rikum, one of the members of the Ginyu-tokusentai. It is a large, powerful Ki blast shot from the mouth, and can destroy in a very large radius from where it hits.
Who can use: Rikum

Eye Beam:
Not a particularly interesting technique, but was used enough during the DB/DBZ series that it deserves to be put here. It is basically a double ki blast shot from the eyes. While the blast itself is small, it explodes on impact to do a fair amount of damage, and can also be used to stop other ki blasts.
Who can use: Piccolo, Freezer, Artificial Human #20.

Final Flash
This is Vegeta's ultimate ki attack, and he designed it to fight Cell after training in the Room of Space and Time. He charges all -absolutely all- his ki in a small but really dense sphere in front of him and then releases a HUGE blast of energy. Just like Tenshinhan's Kikoho, the Final Flash can be devastating for Vegeta too.
Who can use: Vegeta
Hell Buster
The Finish Buster is Trunks' version of his father's Final Flash. Actually, the technique looks like something between Vegeta's Final Flash and Piccolo's Chobakuretsumaha. I'ts a huge and devastating ki blast, as effective as any of the techniques mentioned above.
Who can use: Trunks
Frieza Beam:
This is Freezer's trademark technique. It is a lot like the Dodonpa, being a beam of energy shot from one finger, but differs in that it does not explode on impact. Instead it is a piercing attack which continues through its target and can also be used to slice.
Who can use: Frieza, Cell.

Fusion:
This technique is used to fuse two people into a single person, and give the fused person a huge power boost. Anyone can do the Fusion, but you have the same power as whoever you fuse with, and you must learn the correct pose and form (the Fusion-waza). It's easy to make a mistake and fuse into something far weaker though. The Fusion lasts for 30 minutes before the fused person becomes two again. 15-dai-mae Kaioshin has a special set of Potara (earrings) which allow people to fuse without the pose, and that lasts forever. Son Goku and Piccolo know how to do it without the Potara but never actually did the move.
Who can use: Son Goku, Piccolo, Goten, Trunks, Vegeta

Fusenko:
"(Fu=Wind) Inflate... or something"
This is a move used by Kulilin during the 22nd Tenkaichi-Budokai. Kulilin draws in his breath while falling down, puffing himself up and slowing his fall. Can be used to gain a good defensive advantage.
Who can use: Kulilin

This is a ki attack used by Gotenks used to trap enemies. It is a ring of ki energy that Gotenks can control to change size of the diameter of the donut. The Donut can be used to surround the enemy and trap him by holding his limbs with the donut. Super Saiyajin-3 Gotenks can use an adaptation of this attack, the Renzoku Super Donuts.
Who can use: Gotenks

Galick-Ho:
The Galick-Ho is Vegeta's answer to the Kamehameha. He powers up the blast like the Kamehameha, but when he releases the blast, his hands are both palm-forward.
Who can use: Vegeta

Fighting Techniques
Mafuuba:
"(Ma=Evil / Fuu=Wind / Ba= Seal) Demon Sealing/Trapping Wind""
This is a special Ki blast that is used to imprison demons. It is a swirling blast of energy shot at the intended demon. Once caught in the blast, the blast is directed into a jar, bottle, or other imprisonment container, thus imprisoning said demon. However, if the container is opened, whoever is trapped inside will be freed. This technique is also extremely draining; it is very easy to kill oneself by overexertion using this attack. The originator of this technique is Mutaito, Mutenroshi's master.
Who can use: Mutaito, Mutenroshi, Tenshinhan, Kami-sama

Makankosappou:
"Demon's Killing Piercing Energy Attack""
One of Piccolo's most powerful techniques, this is a penatrating blast shot from two fingers. It is actually two blasts, one going straight ahead and the other coiling around the first for drilling power. This attack drills through everything it hits, and eventually blows up when it hits something big enough.
Who can use: Piccolo, Cell, Cell Junior

Gekitotsu Buu Buu Volleyball:
A unique attack used once, by Gotenks and Piccolo. After trapping Buu in a ball with Renzoku Super Donuts, Gotenks and Piccolo beat the ball around a bit before spiking it really hard into the earth.
Who can use: Gotenks, Piccolo

Genkidama:
"Life Force Sphere", better known as the "Spirit Bomb"
One of Goku's most powerful techniques, taught to him by King Kaio (Kaito-Kaiohsama), the Genkidama is a large ball of energy gathered from nature, humans, etc., which lend him their energy. However, it takes time to gather a Genkidama, and has to stick his arms up in the air, during which time Goku is open to attack.
Who can use: Son Goku

Gotenks' Ultra Kicks, Punches, Headbutts, etc.:
These attacks are not particularly special, just punches and kicks that Gotenks made up names for on the spur of the moment. Their names range from the ethically acceptable, like: Rolling Thunder Punch, Inoshishi (Wild Boar) Attack, Power Tackle and Great Kick Special, to the utterly ridiculous, like: Magnum Sundae, Ultra Missile Parfait, and Hyper Plasma Shortcake. None of them are particularly useful, at least not in the fight in which they were used.
Who can use: Gotenks

Guruguru Gum:
This technique is used by Giran in the 21st Tenkaichi-Budokai; he spits up a strange sticky substance at his opponent. The Gum then wraps around the victim, inhibiting his movement.
Who can use: Giran

Haikyuken:
A technique used against Goku by Tenshinhan in the 22nd Tenkaichi-Budokai. Tenshinhan treats his opponent like a volleyball and hits him around volleyball style.
Who can use: Tenshinhan

Hankokubikkurisho:
This is a fairly strong ki attack used by Jacky Chun (Mutenroshi) He shoots the blast forward using both hands and traps his victim in a shocking field of energy from which his opponent cannot escape (normally.) This techinque was only used in the 21st Tenkaichi-Budokai.
Who can use: Mutenroshi

Haretsu no Maho:
This is the magic spell used by Babidi to make people explode. It only works on weak people though; on tougher fighters like the Z fighters it is ineffective.
Who can use: Babidi

Hasshuken:
Inspired by Tenshinhan's Shiyoken, and Chapa-oo's move of the same name, Goku moves his arms fast enough so there are like eight, and he attacks with all eight at once.
Who can use: Son Goku, Chapa-oo.

Hell's Flash:
In order to fire a blast with the most power, Artificial Human #16 takes off his hands, tucks them under his arms, and fires a powerful blast from the cannons under his wrists.
Who can use: Artifical Human #16

Honoo:
"Fire Breath"
Not a particularly important technique, but this is one of Dabura's more powerful blasts. It's just what it says, a powerful breath of fire.
Who can use: Dabura

"Invisible" Jumping*:
First used against Kulilin in the second Tenkaichi-Budokai, Goku uses this attack to become "invisible." He jumps back and forth so fast that you cannot see him, then he stops jumping for a surprise attack.
Who can use: Son Goku, and probably Krilin, since Goku said he would teach him.

Jan-Ken Punch:
"Jan-ken-pon" is a Japanese game identical to that of "Rock, Paper, Scissors." Goku then has three different types of Jan-Ken Punches.

Jan-Ken-Gu: Corresponding to "Rock," "Gu" is a strong punch to the face.
Jan-Ken-Choki: Corresponding to "Scissors," "Choki" is an eye-stab with two fingers.
Jan-Ken-Pa: Corresponding to "Paper," "Pa" is an open-handed slap to the face.
Who can use: Son Goku

Jinruizetsumetsukogeki:
"Genocide Attack"
This is not an attack that can be used in the heat of battle but is probably one of the single most devastating attacks ever used in the DB/DBZ series. It is a series of ki blasts shot into the air, which seek their targets upon being fired. After looking down on the Earth from the Tenkai, Majin-Buu used this technique to kill every human on Earth.
Who can use: Majin-Buu

Kaioken:
Taught to him by Kaio, this is primarily a power-up move. When Goku uses this technique, he flares up and gains a large boost to his speed and power. Goku can also use multiplied power to his Kaioken. At first, he shouldn't have been able to go past 2 x Kaioken without seriously endangering himself, but eventually can increase the power of the Kaioken to around a 20 x Kaioken. Note that except in the TV series, Goku doesn't use his Kaioken as a Super Saiyajin.
Who can use: Son Goku

Kakusandan:
This technique was used by Kulilin during the fight with Nappa and Vegeta, and is actually somewhat of an adaptation of an attack he used against Piccolo in the Tenkaichi-Budokai. What he does is shoot a blast from each hand. Then he controls the blasts so that they merge and then directs it above the heads of his enemies. Thereupon he splits the blast again into many smaller ki bolts which rain down upon his enemies. A very effective technique which wiped out virtually all of the Saibaimen.
Who can use: Kulilin

Kakusanyudokodan:
A potentially devastating maneuver, the user of this attack fires many ki bolts a la Renzoku Energy Dan around his opponent, surrounding him, then controls the bolts so they all shoot toward their target.
Who can use: Piccolo

Kamehameha:
"(Kame=Turtle / Hame=School, Sect / Ha= scream emited to free stored ki) Turtle School/Sect Wave Attack"

Quite possibly the most commonly used special technique in all of the DB/DBZ series after the Generic Ki Blast. The Kamehameha needs no introduction, but what the hell. It was created by Mutenroshi 50 years before Goku appeared, and Goku learned to do it just by looking at it at the age of 10. (By the way, no matter what people say, I think the best Kamehameha ever shot was the one Master Roshi used to destroy Mt. Frypan.) It was the first ki technique used in the series, even though according to the series' chronology, the Kikoho is older
It's charged up held behind the firer in cupped hands, then brought forward to release a large blast of energy, just like the Hadouken in SFII. Goku later develops the ability to control the direction of the blast, shoot one from his feet, or with a single hand, shoot several from the same blast and leave'em ecstatic in one place to activiate'em at distance. Also, he later develops a Cho-Kamehameha with even more power than the standard fare. The Kamehameha is one of the most versatile techniques ever created, and can become incredibly strong. Goten can use it as well, but misprounounces it as "Kamekameha" when he uses it. Kamehameha is also the name of the first hawaiian emperor, but I'm not sure if there's any link with the technique...
Who can use: Mutenroshi, Goku, (Old) Son Gohan, Yamucha, Krilin, Tenshinhan, (Young) Son Gohan, Cell, Cell Junior, Son Goten, Majin-Buu.

The Generic Ki Blast:
This technique is not particularly special, but is used so much in the Dragon Ball/Dragon Ball Z world that it at least needs to be mentioned. The Generic Ki Blast is shot from the hands, and explodes on impact for a lot of damage. This is by far the most used technique in the DB/DBZ series, next to standard punches and kicks.
Who can use: Practically everybody! <

Kiai:
This technique is used simply by yelling really loud; it disperses weaker ki attacks.
Who can use: Tenshinhan, Goku.

Kiaiho:
An invisible force attack that knocks one's opponent back. It can be shot either from an open palm or from the eyes.
Who can use: Son Goku, Freeza

Makosen:
"Demon/Magical Light Ray/Blast""
This is a Ki blast that is used by Piccolo-Daimao. Piccolo gathers ki into both his arms, then fires a blast from each, one after the other. Not a particularly powerful attack when compared to some of the later moves, but it almost killed Goku once.
Who can use: Piccolo-Daimao

Masenko:
This is Gohan's trademark energy blast, and is fairly powerful, more than a basic Kamehameha. The name suggests it was derived from Piccolo's Makosen. Gohan powers up a blast over his head with both his hands, one palm behind the other, then brings his hands down in front of him to fire the blast. Gohan used this blast fairly often during the second series, especially during the Freezer saga.
Who can use: Son Gohan

Mystic Attack:
There's nothing really mystic about this attack, it's actually a natural Nameck ability. It was first used by Piccolo at the 23rd Tenka-ichi Budoukai. He extends his arms to grab and attack an enemy from a distance and pulls him back.
Who can use: Any Nameck-seijin

Ni Natchae:
"Enemy Transformation""
By shooting an energy field from his head-appendage, Majin-Buu can change the form of his enemy into something else, normally candy or some other form of food, by saying "[insert item here] ni natchae!" (Fat Buu) or "[insert item here] ni nare," (Super Buu) literally meaning, "become a [insert item here]" This is without a doubt Buu's most common and idiotic) attack.
Who can use: Majin-Buu

Nyoibo:
Not exactly a technique, but Goku uses his Nyoibo a lot in the first DB series. The Nyoibo is a magic staff that has the power to extend up to 380,000 kilometers upon command. At first Goku said "Bo yo, nobiro!" (Hey, staff, extend!) but later changed to "Nobiro, nyoibo!" (Extend, Nyoibo!)
Who can use: Probably anybody, but only Goku uses it.

Papparapar:
Senseless syllables... in latin america, the term "paparapa" is use to refer to someone that can't articulate words right.
This is a magic spell that Babidi can use to teleport people in his spaceship. Actually, he teleports the entire room, with the people in it, to another place.
Who can use: Babidi

Rogafuufuuken:
"Wolf Wind Technique""
This attack is Yamucha's trademark technique. After preparing himself in a special stance, attacks with many "claw-like" punches and kicks, finishing off with a double-fisted "claw-punch." After training with Mutenroshi, Yamucha improves on this technique to become the Shin-(new)Rogafuufuuken. The only difference between the old and the new techniques, other than the obvious strenght difference, is that in the Shin-Rogafuufuuken Yamucha jumps up in the air towards the sun to blind his oponent and attacks him from above, finishing with a backspin kick.
Who can use: Yamucha

Rolling Satan Punch:
Satan curls up into a ball, rolls along the ground, then punches his opponent. Being one of Satan's attacks, this one is pretty much useless in a "real" Dragon Ball/Dragon Ball Z fight.
Who can use: Mister Satan

Renzoku Energy Dan:
"(Renzoku=Repetitive, as in a machine gun / Dan=bomb) Energy Bomb Machine Gun""
While many characters can use this technique, the undisputed master of this technique is Vegeta. The user of this technique can shoot ki bolts continuously from his hands, resulting in somewhat of a "machine-gun ki blast" effect. While the indivual blasts are not particulary powerful, the effect of hundreds together can be devastating.
Who can use: Vegeta, Son Goku, Son Gohan, Piccolo, Krilin.

Renzoku Shine, Shine Missile:
This is Gotenks' adaptation of the Renzoku Energy Dan technique. Basically the same, but a whole lot more powerful.
Who can use: Gotenks.

Rikum Kick:
A charging knee blow used by Rikum of the Ginyu-tokusentai. Rather powerful.
Who can use: Rikum

Rikum Mahha Attack:
The punch equivalent of his Kick, the Rikum Mahha Attack is a charging punch.
Who can use: Rikum

Saiko no Kogeki:
"Ultimate Attack"
This is the Ki blast that Nappa shoots out of his mouth. Very powerful.
Who can use: Nappa

Saimin no Jutsu:
This is a technique that Jacky Chun can use to hypnotize someone and affect his or her mind. He used it against Otoko-ookami during the 22nd Tenkaichi-Budokai.
Who can use: Mutenroshi.

Saruken:
Much like Mutenroshi's "Suiken," this is primarily a "distract and avoid" technique; Goku acts like a monkey, using monkey-like attacks (scratching, bouncing, etc.) and taunting his opponent at the same time.
Who can use: Son Goku

Satan Special Ultra Super Megaton Punch:
Mister Satan's "Ultimate" attack. Really just a normal punch. Mister Satan forgot the name of this attack almost as soon as he had made it. Used against #18 in the 25th Tenkaichi-Budokai.
Who can use: Mister Satan

Sekikatsuba:
"Turn to Stone Spit""
This is one of Dabura's powerful attacks. Dabura's saliva will tun whatever it hits to stone, be it alive or not. The only way to reverse the petrification is to kill Dabura.
Who can use: Dabura

Seru Junia Umi Dashi:
"(Seru Junia=Cell Junior, according to the japanese phonetical capabilities / Umi=outside / Dashi=Spit) Spit out Tiny Cells""
Cell not only uses his tail to absorb people, but to procreate tiny, vicious and mindless replicas of himself.
Who can use: Cell

Shibaku:
This is Cell's self destruction technique. He just explodes and takes thewhole planet to Hell with him.

Shiyoken:
"Four Arms Technique""
This is a technique used by Tenshinhan to sprout an extra set of arms from his shoulders. Therefore he can both attack and block with all four arms, significantly increasing his attack and defense power.
Who can use: Tenshinhan

Shogekiha:
This is almost exactly like the Kiaiho. It is an invisible blast shot from the eyes, hand, but is a little more versatile, and can be shot from any part of the body. Piccolo can adapt this attack to radiate from his entire body.
Who can use: Piccolo, Kamisama, Goku, Kaioshin, Majin-Buu.

Shunkanido:
Not a fighting technique, but often used to gain a tactical advantage in a fight. The Shunkanido is a teleport. The user places two fingers on his forehead, searches for a ki he wants to go to, then when he finds it, can teleport there. It is not a technique that one can use to teleport wherever he pleases; there must be a person there to teleport to.
Who can use: Son Goku, Cell

Sokidan:
"(Soki=There/Ki=Energy / Dan=Bomb) Guided Energy Bomb""
This is a round energy ball shot from the palm of the hand. What is really special about this attack is that it is guided, probably the most easily guided energy attack in the first series. It was first used during the 23rd Tenkaichi-Budokai.
Who can use: Yamucha

Spinning Cyclone*:
Goku only used this technique once during the first Tenkaichi-Budokai in the series. He spins around at a very fast speed, at which point he turns into somewhat of a cyclone and knocks into his enemies. It didn't work too well because he got too dizzy. I guess that's why he never used it again.
Who can use: Son Goku

Suiken:
This is technique is used by Mutenroshi; he acts drunk and wobbles around. Thereby, he confuses his opponent, and hits them when they are off guard.
Who can use: Mutenroshi

Super Ghost Kamikaze Attack:
One of Gotenks' strongest techniques, he spits out a ghost-like form closely resembling himself. The ghostlike form has a mind of its own, and when it hits anything, it explodes, severely damaging whatever is caught in the blast.
Who can use: Gotenks

Super Saiyajin 1, 2 and 3:
The SSJ transformation becomes too relevant to leave it out of the list, even though it's not properly a technique. In the first stage, the fighter's hair becomes yellow and his power grows considerably. In SSJ2, the hair tilts a little back and turns golden, and the fighter's muscular mass and power grow even more. On SSJ3, hair grows below the waist, the fighter's face gets leaner and the muscular mass grows so much the fighter deforms a little.
In order to turn into SSJ, the Saiyajin warrior must be at least 50% Saiyajin, become stronger than a normal Saiyajin, and have a pure heart. Extreme rage activates each transformation. The kids become SSJ so easy because they become a lot stronger that a Saiyajin at their age really fast.
Who can use: Any Saiyajin at least 50% pure.
NOTE: Vegeta could transform into SSJ because his heart really was pure... pure evil... although as the series goes on, the pure heart thing looses relevance until it's forgotten.

Telekinesis
Telekinesis is a special abbility only the most powerful characters in DBZ and Chaoz possess. For those of u unfamiliar with the concept, Telekinesis is the abbility of moving objects with ur mind. Quite possibliy, Piccolo and Chaoz have the most powerful telekinesis. Piccolo trained moving the Egiptian pyramids (or their equivalent in the DBZ world) before the fight with Vegeta and Chaoz manipulated the draw in the tournament where he fought Krilin. Goku could levitate small objects, like the water inside a glass or dig holes in the ground with his touhgts. Freeza levitated the Dragon Balls to take'em with him.
Who can use: Blue Shogun, Goku, Piccolo, Chaoz, Freeza and some Nameck-seijin

Telepathy
This is a very uncommon power among he Z fighters. At first, it was thought to be exclusive to Master Tsuru and his students, but soon it was discovered that Master Roshi could also do it. Then cam ePiccolo Daimaoh with his Demons, Kamisama, Kaiosama and Goku, who perfected it to the point where he could read people's minds just b y placing his hand on their forehead (he did it to Krilin in Nameck-sei)
Who can use: Tsurusennin, Tenshinhan, Chaoz, Kamesennin, Goku, Piccolo, Dende and Kaiosama

Tenkubekejiken:
The user of this technique jumps high in the air, then on the way down, face forward with his arms in an "X" position, landing on his opponent with the arm "X." A very powerful technique when used upon those without any special fighting powers.
Who can use: Namu

Time stop:
This is an attack used by Ghourd, the smallest and weakest member of the Ginyu-tokusentai. When he uses it, he freezes time for his opponents so that they are frozen in whatever position they were in. However, he needs to keep his attention on his victims in order to keep them frozen. Ghourd also has the power to stop time completely, but for only a moment, and he can't do it for too many times without tiring himself out.
Who can use: Ghourd

Tsuihidan:
This is another technique used by Piccolo during the 23rd Tenkaichi-Budokai. It is a ki blast, and it tracks its enemy much like Kulilin's Double Tsuihikidan.
Who can use: Piccolo

Udebunrikogeki:
The user of this technique pulls a piece off of his body and controls it to attack his opponent in some way. Naturally, only Majin-Buu can use this technique.
Who can use: Majin-Buu

Yoikominminken:
This was a technique used by Jacky Chun during the 21st Tenkaichi-Budokai. It is a hypnosis technique used to put people into a deep sleep, by using a strange voice and hand motions.
Who can use: Mutenroshi

Yokaieki:
This is a technique used by the Saibaimen. They split their head in two and shoot a stream of acid from it, which is very dangerous if it hits its target.
Who can use: Saibaiman

Zanzoken:
"(Zanzo=Pattern / Ken=Technique) Pattern/Image Technique"
Another technique created by Mutenroshi, with this technique, the user can move so fast he leaves an after-image, while attacking from another standpoint. Goku can also leave multiple images, I think the maximum he used was around 7 or 8 in Karin's tower. Later Mutenroshi learns to make large numbers of images as well. Piccolo has an identical technique, but he names it "Sansouken", "One Pattern"
Who can use: Son Goku, Mutenroshi, Krilin, Tenshinhan
